Charles Bouvier (born October 2, 1949)[1] appeared in three episodes of Night Court, first as NYC cabbie Elmore Watkins in the episode "Nuts About Harry" in Season 2, then as Sidney Frizzell in "The Wheels of Justice: Part 1" in Season 2, then as Melvin Hall in the episode titled "Earthquake" in Season 4 (episode #9).
