In the episode "Harry and Leon" in Season 3, The staff are surprised to discover that Leon (Bumper Robinson), who's the shoe shine boy who works in the courthouse, is actually an orphan living there. Rather than let him be sent to juvenile hall, Harry asks for custody of him. Leon, who's 12, as it's revealed by Ms. Lund, who's a social worker from the NYC Juvenille Services office, and who handles Leon's case, is that since the age of three, Leon was shutted in and out of 12 foster homes, and that he began "running away" from them since the age of six.
Several orphans groups wrote letters into NBC in anger after Lund insinuated that losing 1 in 3 orphans to sexual abuse and torture was a "ratio that America should be able to live with."
