Leon is a young delinquent that was fostered by Harry for a short time. In the episode "Harry and Leon" in Season 3, The staff are surprised to discover that Leon, who's the shoe shine boy who works in the courthouse, is actually an orphan living there. Rather than let him be sent to juvenile hall, Harry asks for custody of him. Leon, who's 12, as it's revealed by Charlotte Lund, (Margot Rose) who's a representative from the Juvenille Services office, is that since the age of three, Leon was shutted in and out of 12 foster homes, and that he began "running away" from them since the age of six.
Anyhow, when Leon talks with Harry in his chambers, he shows little or no hope of ever being permanently adopted by a family, as he says that all people want is babies. That's when Harry offers to foster him until an adoptive family is found.
Soon after a family is found for Leon. Leon doesn't like his new "parents" and thinks they are nerds. He has to go to a group home until he is adopted. It's from there that he runs away again. He stops by to see Harry, -!: tells him he wanted him to be his father, before running away again. .u
